From Washington State University Extension, this is Food Safety in a Minute.

I left the giblets in their packaging inside the turkey while roasting. Is it safe to eat? Giblets are usually packaged inside the turkey cavity in paper or plastic. If the giblets were wrapped with paper, there’s no concern. They’re safe if you fully cooked your turkey to 165 °F. as measured with a food thermometer.

If packaged in plastic, and the bag has been altered in any way or appears melted, do not eat the giblets OR the turkey. There may be harmful chemicals in the meat. According to the USDA Meat and Poultry Hotline, if the plastic bag wasn’t altered, it should be safe if your turkey was cooked to 165 °F. as measured with a food thermometer.
